Prop N - No Tax Rate Increase

Voters in the Riverview Gardens School District will consider Proposition N, a levy transfer proposal, during the April 7, 2026 election. The measure is designed to help the district address ongoing budget challenges while maintaining student programs and services - without increasing the overall tax rate.

Proposition N would allow the district to transfer $0.200 per $100 of assessed valuation from the Debt Service Fund to the Operating Fund. If approved, the operating levy would increase by $0.200 and the debt service levy would decrease by $0.200. The total tax levy paid by residents would remain unchanged.

The proposed levy transfer is a response to reduced state funding, declines in attendance-based revenue and decreased local funding, including impacts from the senior tax freeze. The additional operating revenue would help the district maintain classroom instruction, student programs and activities.

Based on current assessed property values, the levy transfer is estimated to generate approximately $730,000 annually for operating purposes.

What’s the Difference Between a Levy and a Bond?

A levy is a voter-approved property tax that supports a school district’s day-to-day operations, including classroom materials, transportation, utilities and student programs. A bond, such as Proposition S, provides funding for long-term capital projects, including building renovations, safety and security upgrades and infrastructure improvements. Bond funds are repaid through the debt service levy and cannot be used for salaries or operating expenses.

The proposed levy transfer would not affect the district’s ability to meet existing bond and debt obligations. Financial projections indicate the reduced debt service levy would remain sufficient to cover all required payments.

Prop N will be on the ballot for the Tuesday, April 7, 2026 election. Residents living within Riverview Gardens School District’s boundaries will see Proposition N on their ballot. The district includes portions of Bellefontaine Neighbors, Castle Point, Dellwood, Ferguson, Glasgow Village, Moline Acres, Jennings, Riverview and unincorporated St. Louis County.

Polling locations will be listed on voter cards mailed by the St. Louis County Board of Elections. County residents may vote at any County polling location with a valid photo ID or voter card. Voters who are unable to vote in person may request an absentee ballot.
